Valeriya Ionan is a forward-thinking leader at the forefront of Ukraine’s digital transformation. Appointed as the Deputy Minister of Digital Transformation of Ukraine for European Integration in 2019, she spearheads strategic initiatives to bridge Ukraine’s digital ecosystem with the European Union and beyond.

Ukraine is renowned for its highly efficient Diia Ecosystem, with its state super app Diia, serving over 21 million users.

Valeriya oversees several groundbreaking initiatives, including Diia.Education, a platform advancing digital literacy among Ukrainians; Diia.Business, a project supporting SMEs; WinWin, Ukraine’s global innovation vision; and CDTO Campus, an educational program for aspiring digital leaders in the public sector, regional digital transformation, among many others.

Valeriya plays a pivotal role in fostering international cooperation and partnerships with the private sector in digital. Her efforts have helped to position Ukraine as a key player in the global GovTech sector. Recently, the DIGITAL STATE UA brand was launched at the Tallinn Digital Summit, showcasing Ukraine’s leadership in digital innovation. Valeriya actively promotes Ukraine’s digital experience, helping other countries develop efficient digital products and drive their digital transformations.

With a background in business and marketing, Valeriya brings entrepreneurial acumen to her government work, forging innovative partnerships that bolster Ukraine’s digital resilience, particularly during the full-scale russian invasion.
