Shahar Rubinstein Global 2025

Shahar is the Director of the Critical & Emerging Technologies Center at MIND Israel, a strategy consulting group working to assist government entities in strategic thinking. The Critical Tech Center Shahar leads focuses on creating a knowledge hub for advanced technology policy for Israeli decision-makers in the intersection of tech and geopolitics.

His most recent work concentrates on creating a Technological Roadmap for Israel in the global tech race and has produced a GeoTech Index which measures the technological prowess of different nations. Following this project Shahar leads an effort to induce internal cross-sectoral collaboration on technology between public, private, academia and defense sectors in Israel. A separate effort focuses on enhancing Israel’s tech ties with leading tech powers through advancing G2G dialogue.

In the eight years before joining MIND Israel, Shahar has led strategy consulting teams at both Monitor Deloitte and EY’s EMEA practices. At EY his team focused on digital transformation and emerging technologies implementation for firms in health, energy and finance among others.

Shahar holds a BA in Political Science, International Relations and Strategy in honors track from Reichman University. He has published peer reviewed papers in the field of decision making – both in the political and business spheres.

In his free time Shahar is an avid surfer and free-dive fisherman.
