He is a researcher and international consultant in communication, telecommunications, media, and human rights.

Over the past decade, he has conducted extensive research on the history, public policies, and transformations of the media systems in Costa Rica and Central America. His work focuses on the effects of media ownership concentration, media convergence, technological advancements, shifts in media consumption habits, and the rise of authoritarian governments in the region. These studies have been carried out through the University of Costa Rica, specifically at the Communication Research Center, the Freedom of Expression and Right to Information Program, and the Social Research Institute.

In addition to his research, Óscar has served as a communication professor at the University of Costa Rica and the National University. He is also the co-founder and consultant at Inclusive, a consultancy specializing in communication, sustainability, and human rights, through which he has collaborated with multinational corporations and international organizations. Previously, he worked as a strategic communication advisor to the former President of Costa Rica, Carlos Alvarado Quesada, and the CEO of Grupo ICE, the country’s leading telecommunications and internet conglomerate. Furthermore, he has been a consultant for UNESCO, the Inter-American Development Bank, the Institute on Race, Equality and Human Rights, and CEJIL.

Óscar is the co-founder and executive director of the Museum of Identity and Pride (Museo MIO), a pioneering civil society initiative in Central America aimed at recovering the history and memory of Costa Rica’s LGBTIQ+ community. Through this nonprofit effort, he has voluntarily developed audiovisual projects addressing human rights, equality, and the history of queer individuals in Costa Rica.

Óscar holds a degree in Political Science and a Master’s in Communication and Development from the University of Costa Rica. He has also pursued studies in Arts and Public Management.
