Oliver Mõru is the Security and Defense Advisor in the Cabinet of Kaja Kallas, the European Union’s High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission.
He previously served as Defense Counselor at the Permanent Representation of Estonia to the European Union and as Deputy Defense Counselor at the Embassy of Estonia in Washington, D.C. At the Estonian Ministry of Defense, he held several senior positions, including Deputy Director of the International Cooperation Department and U.S. Country Director, as well as advisory roles on European security, transatlantic relations, and military support to Ukraine.
Earlier in his career, Oliver was a Junior Research Fellow at the International Centre for Defence and Security, focusing on Baltic, Nordic, and Arctic security.
He holds a bachelor’s degree in History and International Relations from the University of Tartu, and master’s degrees in International Security from Sciences Po Paris and in Security Studies from Georgetown University’s Walsh School of Foreign Service.
