Gulsanna Mamediieva
Experienced tech policy and digital government professional with expertise in foreign policy and development.
Gulsanna is a Tech and Public Policy Fellow, Better Governance Lab Fellow, and an Adjunct Professor at the McCourt School of Public Policy, Georgetown University.
Gulsanna is a forward-thinking leader at the forefront of Ukraine’s and European digital transformation. Appointed as the Director General at the Ministry of Digital Transformation of Ukraine in 2019, she spearheads strategic initiatives to bridge Ukraine’s digital ecosystem with the European Union and beyond.
Gulsanna oversaw several strategic initiatives aimed at Ukraine’s integration into the EU Digital Single Market, focusing on public sector digital transformation, digital skills, connectivity, and the digital economy. She successfully implemented projects on establishing the EU-Ukraine free roaming regime, the Digital Europe program, the EU ID Wallet, online safety, and othe civic tech and public interest policy reforms. Gulsanna also played a pivotal role in fostering international cooperation and partnerships with the private sector in digital. Her efforts have helped to position Ukraine as a key player in the global GovTech sector.
Gulsanna actively promotes and shares Ukraine’s digital transformation and defence tech experience and unique lessons, helping other countries develop human-centered digital products and drive their digital transformations and strategic autonomy.
Originally from Crimea, whose home has been illegally occupied by russia since 2014, she forges innovative partnerships that bolster Ukraine’s digital resilience and security, particularly during the full-scale russian invasion.
She strongly believes in leveraging technology to enhance security, efficiency, and global collaboration. Passionate about empowering individuals and government teams, Gulsanna is dedicated to building a future where digital transformation acts as a catalyst for democracy, growth, and global unity.

Gulsanna is a member of Apolitical’s Advisory Council on 21st Century Government, the Council of Europe’s Committee on Artificial Intelligence, the Digital Europe Program Committee, and Obama Europe Leader 2024-2025. She has also served as Coordinator for the Eastern Partnership Countries’ Harmonization Digital Market and represented Ukraine in numerous international organizations. Gulsanna is a Stanford University Fisher Family and Support Ukrainian Democracy and Development Fellow. She holds a Masters degree in Information Technology Law from the University of Tartu, Estonia and International Business and Policy at Georgetown University School of Foreign Service, USA.
