Giulia Pagliarini Global 2026

Giulia is a Project Manager at the Secretary of Digital Transformation within the Presidential Chief of Staff Office in Brazil, where she steers strategic initiatives including the National Data Infrastructure ecosystems and nudging policies. Her work focuses on digital public infrastructure (DPI), innovation in public services, and state capacity strengthening through digital transformation. Previously, as Policy Fellow at UCL’s Institute for Innovation and Public Purpose (IIPP), she co-authored publications on digital identity systems and contributed to the DPI Map, the first global assessment of digital identity, digital payments, and data exchange platforms across 190+ countries. A Brazilian national, she holds a Master’s in Public Administration with a focus on Innovation, Public Policy and Public Value from UCL, where she was awarded a full Chevening Scholarship. Outside government, Giulia has worked extensively with third sector organizations and international institutions including the Lemann Foundation, UNDP, UNICEF Brazil, and the Inter-American Development Bank, developing funding strategies for digital transformation projects, leading open innovation challenges and managing service design projects with public sector institutions.
