Emmanuel Lubanzadio, a German native with heritage from the Democratic Republic of the Congo, is a seasoned Government Affairs leader with over a decade of experience in policy across Africa, Europe, and the United States. He is currently a Policy Advisor at Giga, an initiative by UNICEF and the International Telecommunication Union (ITU) aiming to connect every school globally to the internet, thereby empowering young people with information, opportunities, and choices.

Prior to joining Giga, Emmanuel was the Head of Public Policy and Government Affairs for Africa at Twitter. In this position, he directed the company’s policy and government engagement efforts across the continent. Emmanuel is multilingual and fluent in English, French, German, and Lingala. He is also a founding member of the Blue Owl Group, a global policy advisory firm established by former leaders of Twitter’s Public Policy and Government Affairs team.
