Emmanuel Lubanzadio, a German native with heritage from the Democratic Republic of the Congo, is a seasoned Government Affairs leader with over a decade of experience in policy across Africa, Europe, and the United States. He is the Africa Lead at OpenAI leading the regional government affairs, policy and partnership engagement at the company.

Prior to joining OpenAI, Emmanuel was the Head of Public Policy and Government Affairs for Africa at Twitter. In this position, he directed the company’s policy and government engagement efforts across the continent. Emmanuel is multilingual and fluent in English, French, German, and Lingala. He is also a founding member of the Blue Owl Group, a global policy advisory firm established by former leaders of Twitter’s Public Policy and Government Affairs team.
