Dr. George E. Bogden is Senior Counsel for Trade at Continental Strategy and an attorney focused on cross‑border policy. In 2025, he served as Executive Director of the Office of Trade Relations at U.S. Customs and Border Protection, acting as the agency’s primary liaison to the international trade community during a period of significant change in U.S. tariff and trade practices. His experience spans government service and private legal practice, as well as academic and policy research.
Before joining Continental Strategy, Dr. Bogden clerked at the U.S. Court of International Trade and practiced at the Washington, DC offices of two globally-recognized law firms, where he advised on antidumping and countervailing duty investigations, export controls, sanctions, customs compliance, international arbitration, and other complex commercial matters. A writer and commentator, his analysis has appeared in outlets such as The New York Times, The Washington Post, The Atlantic, The Wall Street Journal, War on the Rocks, Lawfare, The Hill, and The National Interest.
Dr. Bogden is a Term Member of the Council on Foreign Relations and a David Rockefeller Fellow of the Trilateral Commission. He also maintains affiliations with the Bretton Woods Committee, Chatham House, and the International Institute for Strategic Studies.
