Will Moreland is a foreign policy professional focused on the intersection of national security, economic statecraft, and emerging technologies. Currently he serves as a sanctions regulations advisor with U.S. Department of the Treasury’s Office of Foreign Assets Control.
Previously, Will worked in the think tank space, including at the Special Competitive Studies Project (SCSP) and the Brookings Institution. As a director for Future Technology Platforms at SCSP, he worked on developing national technology strategies, bureaucratic organization for technology competition, and enhancing public-private partnerships. Subsequently, as a director for Foreign Policy at SCSP, Will worked on furthering America’s technology cooperation with allies and partners and engagement with geopolitical “”swing states.”” At the Brookings Institution, as an associate fellow with the Foreign Policy Program, his research focused on U.S. alliance networks, American participation in multilateral institutions in a more contested climate, and America’s role in the world.
Will has experience with the U.S. Departments of Defense, Justice, and State. His writings have appeared in venues such as the Journal of National Security Law and Policy, The National Interest, Foreign Policy, and Vox. Will holds a B.A. in History and Political Science from Yale University and J.D. and MSFS degrees from Georgetown University. His participation in the ISF is in his personal capacity.
